The formation of the new Maharashtra government under the Mahayuti alliance is currently facing significant challenges due to protracted negotiations surrounding ministerial portfolios. The alliance, comprising the BJP, the Eknath Shinde faction of the Shiv Sena, and a faction of the NCP led by Ajit Pawar, secured a landslide victory in the recent assembly elections. However, the distribution of power among these three key players has proved to be a contentious issue, delaying the finalization of the cabinet. The initial euphoria of the election win has given way to a complex game of political maneuvering, with each party vying for control of key ministries that hold significant influence and resources.
Eknath Shinde, the current caretaker Chief Minister, is actively seeking a substantial share of power for his faction of the Shiv Sena. Sources indicate that Shinde is aiming to retain critical portfolios such as Urban Development and the Maharashtra State Road Development Corporation (MSRDC). Furthermore, he is lobbying for a significant number of additional portfolios, including those related to Revenue, Agriculture, Health, Rural Development, Industry, and Social Justice. His ambitions extend beyond the state level, with aspirations for a ministerial position and a Minister of State role at the central government. The rationale behind Shinde's aggressive approach lies in his belief that a strong presence in the state cabinet is crucial for the survival and effective functioning of his faction. He fears that without significant government influence, his MLAs might face difficulties accessing essential resources and political representation.
Ajit Pawar, leader of the NCP faction within the Mahayuti alliance, is also engaged in intense negotiations. His key demands include the crucial Finance department, alongside the position of Deputy Chief Minister. However, this aspiration faces strong resistance from the BJP, which considers the Finance and Planning portfolios strategically essential to its overall control. Pawar's demands extend to other significant ministries, including Agriculture, Food and Civil Supply, Women and Child Welfare, Medical Education, Sports, Rural Development, and Cooperation. The BJP's firm stance on retaining key portfolios adds complexity to the already tense negotiations. The party's stated aim is to control crucial ministries such as Home, Housing, Urban Development, Finance, Irrigation, Energy, Public Works, Environment and Tourism, Parliamentary Affairs, Skill Development, and General Administration. This assertive approach reflects the BJP's significant electoral success and its ambition to maintain a dominant role in the state government.
The power-sharing formula under discussion involves allocating one portfolio for every six MLAs. Based on this proposed formula, the BJP, with its substantial number of MLAs (132), is poised to secure a considerable number of ministerial positions (between 21 and 22). The Shinde faction of the Shiv Sena (57 MLAs) anticipates securing between 10 to 12 portfolios, while Ajit Pawar's NCP faction (41 MLAs) expects between 8 to 9. This distribution of portfolios, however, is subject to intense negotiations and potential adjustments based on the ongoing discussions and political compromises. The total number of ministerial positions, including the Chief Minister, is capped at 43, further complicating the already delicate balancing act involved in satisfying the ambitions of each party while remaining within the statutory limits.

His intervention could facilitate a compromise that addresses the concerns of all the alliance partners. However, the final outcome remains uncertain, with the potential for further delays and compromises as the various factions engage in intricate power plays to secure their preferred ministerial portfolios. The allocation of these portfolios will significantly shape the future political landscape of Maharashtra, determining which party will hold sway over critical policy areas and resource allocation. The complex negotiations surrounding power-sharing highlight the inherent challenges of governing through multi-party coalitions and the inherent tensions that can arise when diverse political ambitions converge within a single governing structure.
