The capital city of Delhi and its surrounding National Capital Region (NCR) are facing a severe air quality crisis, prompting the Commission for Air Quality Management (CAQM) to implement the Graded Response Action Plan (GRAP) Stage 3, effective from November 15th. This decision comes as the Air Quality Index (AQI) has crossed 400, indicating a 'severe' level of air pollution. GRAP 3, a comprehensive set of measures designed to curb pollution during critical periods, imposes stringent restrictions on various activities that contribute to the deteriorating air quality.
Under GRAP 3, a complete halt on construction and demolition activities is enforced. Similarly, non-essential mining operations are suspended. To further limit vehicular pollution, restrictions are placed on interstate buses that are not electric, CNG-powered, or BS-VI diesel compliant. This measure aims to reduce emissions from outdated vehicles. Additionally, petrol vehicles that adhere to the older BS-III emission norms and diesel vehicles under BS-IV category are prohibited from operating on the roads in Delhi and NCR regions, including cities like Gurugram, Ghaziabad, Faridabad, and Gautam Budh Nagar.
To mitigate the impact of the pollution on vulnerable populations, educational institutions at the primary level are advised to shift to virtual learning platforms. This ensures that children, who are more susceptible to the effects of poor air quality, are protected. To further combat the situation, enhanced water sprinkling operations are scheduled on principal roadways. This measure helps to settle dust particles, reducing their presence in the air. The implementation of GRAP 3 highlights the urgent need for comprehensive measures to tackle the persistent problem of air pollution in Delhi. While temporary restrictions are a necessary step, long-term solutions involving stringent emission control policies, sustainable transportation infrastructure, and public awareness campaigns are critical to achieving long-term improvements in air quality.
