The Karnataka government is considering a proposal to designate Tumakuru as 'Greater Bengaluru,' sparking a debate about the potential benefits and drawbacks of such an annexation. The proposal, announced by Home Minister G Parameshwara, stems from the rapid expansion of Bengaluru and the growing interconnectedness between the two cities. Tumakuru, located around 70 km from Bengaluru, is already experiencing significant development with planned industrial projects, an upcoming Japanese township, and HAL's operational helicopter factory.

Parameshwara highlights the need for an airport in the region, stating that Tumakuru is poised for further infrastructural growth. This growth includes a planned extension of the Bengaluru metro rail to Tumakuru, further solidifying the link between the two cities. However, experts like Jaya Dhindaw, Executive Program Director for Sustainable Cities at the World Resources Institute, India, express concern about the potential consequences of annexing Tumakuru into Bengaluru.

Dhindaw emphasizes the importance of adequate infrastructure upgrades before integrating smaller districts into larger urban areas. She questions whether Tumakuru's infrastructure would be raised to Bengaluru's level, pointing out that even Bengaluru's amenities are far from perfect. She also warns about the challenges posed by annexation, such as potential exacerbation of existing issues like flooding due to inadequate infrastructure and drainage systems in the newly incorporated areas. Dhindaw raises concerns about the growing disconnect between residents in annexed areas and the governance systems they rely on, noting that access to services from Bengaluru's governing bodies may be difficult for Tumakuru residents.

To mitigate these concerns, Dhindaw advocates for financial support, particularly in the form of a 'transition fund,' for areas undergoing urbanization. This fund would enable districts like Tumakuru to upgrade their infrastructure and amenities in line with the annexation. The proposal to include Tumakuru in 'Greater Bengaluru' underscores the complex challenges and opportunities associated with urban expansion. While the proposal aims to promote economic growth and connectivity, it also raises critical questions about equitable development, infrastructure adequacy, and governance integration.
