The Indian government is taking a significant step towards modernizing highway travel with the introduction of a satellite-based toll collection system. This innovative approach, outlined in amendments to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, aims to streamline the toll payment process and eliminate the frustrating delays often encountered at toll booths. The new system leverages Global Navigation Satellite System (GNSS) technology, coupled with On-Board Units (OBUs), to automatically calculate and deduct tolls based on the distance traveled by vehicles.
Vehicles equipped with GNSS OBUs will no longer be required to stop at toll booths for manual payment. The system will seamlessly integrate with existing technologies like Fastags and Automatic Number Plate Recognition (ANPR) systems, ensuring a comprehensive and efficient toll collection infrastructure. Dedicated lanes will be created on highways for vehicles equipped with GNSS OBUs, facilitating uninterrupted and swift passage. This will significantly reduce traffic congestion, particularly during peak hours, and enhance the overall travel experience for motorists.
To ensure fairness, the system will implement a distance-based toll calculation for short-distance travelers. Only the distance traveled beyond the first 20 kilometers on a highway will be subject to toll charges, eliminating the need for drivers traveling shorter distances to pay full tolls. This equitable approach considers the specific travel needs of different users and ensures that toll costs are proportionate to the distance covered.
The implementation of this satellite-based toll collection system will be phased in, initially being rolled out on major highways and expressways. The toll amount will be automatically deducted from the bank account linked to the OBU, providing a convenient and secure payment method. The OBUs will be readily available for purchase through government-approved channels, similar to the distribution of Fastags. Initially, these devices will be retrofitted to existing vehicles. However, car manufacturers are expected to begin offering vehicles with pre-installed GNSS OBUs directly from the showroom in the future.
This advancement in toll collection technology has the potential to transform the landscape of highway travel in India.
