The Jammu and Kashmir Election Department has taken a significant step towards ensuring greater participation of Kashmiri migrants in the upcoming Assembly elections. The department has published draft electoral roll extracts, aiming to facilitate the voting process for these displaced individuals. This move comes as a crucial initiative to ensure inclusivity and representation in the electoral process for Kashmiri migrants, who were displaced from their homes in the Kashmir Valley.

These draft extracts, compiled from the actual voter lists, have been made public to allow Kashmiri migrants to verify their names and address any discrepancies. They have a window of 7 days to submit claims for inclusion or corrections, or to choose to vote at their original polling stations in the Kashmir Valley, or opt for postal voting. This period provides an opportunity for them to assert their right to vote and ensure their participation in the electoral process.

To further facilitate the voting process for Kashmiri migrants, the Election Department has set up 19 special polling stations in Jammu, along with one in Udhampur and four in New Delhi. These polling stations are strategically located in areas where Kashmiri migrants reside, ensuring convenient access to voting facilities. This initiative aims to minimize logistical challenges and encourage greater participation by making the voting process more accessible.

The Election Commission of India (ECI) has streamlined the process of voting for Kashmiri migrants, simplifying the procedures and removing unnecessary bureaucratic hurdles. Previously, displaced individuals from the Kashmir Valley residing in Jammu and Udhampur had to fill Form-M. The ECI has now eliminated this requirement for the upcoming Assembly elections. Furthermore, the ECI has simplified the process for migrants residing outside Jammu and Udhampur, who can now self-attest the certificate attached with Form-M, eliminating the need for attestation by a gazetted officer.

The ECI has also maintained the postal ballot facility through Form 12C, ensuring that all migrants, irrespective of their location, have the option to vote by mail. This initiative provides flexibility and caters to those who may not be able to physically visit the polling stations. By providing multiple voting options, the ECI aims to maximize participation and ensure that every Kashmiri migrant has the opportunity to exercise their democratic right to vote.
